That's the only bug in the game, and it doesn't matter because you will never get two people in the same room who are capable of beating the game alone, much less together. You'll always have at least one player who can't beat the speed bikes and has to use up all their lives without continuing so that the good player can get through the level. Then the bad player can continue on the map, except then they just lose all their lives on either the ice level or the surf level.
Not every Mega Man game is as hard as the first one. The second and third are somewhat easier, although that could just be because I've played 'em more.
